Stacey Lockhart

Philanthropy

Stacey Lorene Lockhart is an executive consultant and nonprofit leader with more than 40 years of experience helping mission-driven organizations strengthen leadership, expand community impact, and build sustainable philanthropic programs. She has led transformational growth in fundraising, strategic planning, organizational development, and community partnerships across human services, higher education, healthcare, and national nonprofit organizations.

Known for collaborative leadership, Stacey has guided organizations through periods of growth and change—securing multimillion-dollar gifts, building high-performing teams, and creating strategic partnerships that deliver measurable results. She is honored to serve on the board and contribute her experience in philanthropy and nonprofit leadership to help the foundation fulfill its mission of helping whomever, however, and whenever it can.

Patrick Frase

Grants and Special Funds

Patrick Frase is a professional grant writer and nonprofit development leader with more than 48 years in philanthropy through DownPat Consulting. He has served as Development Director for organizations including the American Cancer Society, Habitat for Humanity, and The Seeing Eye Dog Foundation.

A lifelong percussionist and drummer spanning nearly six decades, Patrick is energized by the foundation’s mission to support children and students through music events. He brings deep fundraising experience and community connections across Southern Nevada, with interests in grants, events, and collaborative partnerships that help build a lasting legacy of giving.

Charles “Chuck” Foley

Musical Endeavors

Chuck Foley is Recording Studio Manager at UNLV and Coordinator for the Audio Production and Music Technology Division in the UNLV School of Music. An active performing guitarist—including touring with The Sweet Caroline Tour, Jay White’s tribute to Neil Diamond—he also brings theater and writing experience to the board’s musical endeavors, including collaborative creative projects with Matt Dorman.

Neal Portnoy

Board Member

Neal Portnoy is an award-winning illustrator, fine artist, and creative entrepreneur with a career spanning more than five decades. He is the former illustrator for the Las Vegas Review-Journal and a former Arts Commissioner for the City of Las Vegas. As co-founder of Portnoy Gallery, Neal has created artwork for celebrities, professional sports organizations, universities, and corporate clients nationwide. He is committed to using art to educate, inspire, and enrich communities through creativity and service.

Dorothy Portnoy

Dorothy Portnoy is the co-founder and managing partner of Portnoy Gallery, where she has spent years developing community partnerships, organizing charitable events, and promoting the arts throughout Southern Nevada. With a background in business development, marketing, and event planning, Dorothy is dedicated to building meaningful relationships and supporting organizations that make a positive impact in the community.
